At a glance
In its role as a "social landlord", the City provides information and guidance to help people find affordable housing, while also providing local support for its tenants. This includes administrative and social management, as well as regular maintenance of the properties.
The City has 635 affordable homes for rent, available to people on modest incomes.
Eligibility conditions
The eligibility criteria for affordable housing are set out in Article 55 of the currently applicable Law of 7 August 2023 on affordable housing (loi du 7 août 2023 relative au logement abordable):
People interested in renting one of the affordable homes must meet the following criteria:
- The applicant must be a natural person of legal age on the application date.
- Neither the applicant nor any members of their household may be owners, usufructuaries or long-term leaseholders of more than one undivided third of another dwelling in the Grand Duchy of Luxembourg or abroad.
- Neither the applicant nor any members of their household may have an income above the eligibility cap set by law:

The values in the table are calculated based on the sliding wage scale index of 968.04.
- The applicant and the members of their household must enjoy a right of residence for a period of more than three months at the time the application is made, in accordance with the Law of 29 August 2008 on the free movement of persons and immigration, as amended (loi modifiée du 29 août 2008 sur la libre circulation des personnes et l'immigration).
Application
Complete applications must be sent by post to the Service Logement (Housing Department) using the application form below, enclosing the required documents.
Incomplete applications will not be processed.
Once a year, a letter is sent to all prospective tenants inviting them to update their application. Applications that are not confirmed will be removed from the waiting list.
