Declare your water extraction point
Registering your wells and boreholes
Almost half of the drinking water distributed in Luxembourg comes from springs and boreholes that draw groundwater.
To better protect this essential resource, the Water Management Authority (Administration de la Gestion de l'Eau – AGE) is currently compiling a full inventory of all boreholes and extraction wells in Luxembourg.
The aim of this inventory is to improve groundwater protection, prevent pollution risks and ensure sustainable management of drinking water, in the interests of all.
Two permits required
Before extracting groundwater from a new borehole, two permits and an EIA (environmental impact assessment) screening are required.
Groundwater extraction: what you need to consider
Adequate groundwater protection is a prerequisite for the award of a permit. No harmful substances may enter the groundwater, and measures must be in place to prevent unauthorised access.
Connection
Under no circumstances may public drinking water supply pipes and private groundwater supply pipes be connected directly to each other. This is to avoid contamination of the municipal drinking water supply.
Non-return valves do not provide sufficient protection. The two water pipes must be physically separate.
Inventory
For the purposes of the Water Management Authority's inventory of all boreholes and wells, please complete the declaration form (below) and send it topotable@eau.etat.luby 1 December 2025.
