Overview
The City of Luxembourg offers rental accommodation (houses and apartments) in various city districts. As new construction projects are completed, more units will continue to become available. Interested? If you meet the eligibility criteria, you can apply to join a waiting list.
The College of Aldermen regularly allocates available accommodation units to wait-listed applicants. The accommodation units are grouped by type:
- C1 (one bedroom)
- C2 (two bedrooms)
- C3 (three bedrooms
- C4 (four bedrooms)
Eligibility criteria
- Applicants must be of legal age, and undertake to occupy the accommodation for dwelling purposes only;
- Applicants must not be the owner, or an emphyteutic or usufructuary lessee of another dwelling, nor may they enjoy a right of residence in another dwelling, be it in Luxembourg or abroad;
- Priority will be given to people who normally live together in the same household, provided that one of the members of the household works in Luxembourg City;
- The accommodation must match the composition of the household;
- The rent must not exceed 30% of the household's net income;
- Applicants' household income must exceed a minimum amount that has been set by the City.

The amounts shown in the table above are calculated based on the sliding wage scale index of 968.04.
Application
The completed application form, together with all required supporting documents, should be sent to the City's Service Logement (Housing Department) by post.
Incomplete applications will be returned to their sender by post, along with a list of documents required to complete their application.
Incomplete applications will not be processed.

Complete applications will be examined and placed on a waiting list and prioritised based on criteria reflecting applicants' financial and family situation.
Applicants who have been placed on the waiting list will receive an acknowledgement of receipt confirming that they have been wait-listed.
The City's Service Logement must be notified of any changes in personal circumstances.
A letter is sent to all prospective tenants once a year asking them to update their application. Applications that have not been confirmed will be removed from the waiting list.
If an accommodation unit that is suitable for an applicant becomes vacant, their application will be considered.
