New dog registration

If you own a dog, you must register your animal with the Luxembourg City Bierger-Center. The following documents are required:

  • the dog certificate as required by law (issued by a licensed veterinarian);
  • a copy of a valid insurance policy (civil liability).

You will be given a receipt as proof of registration.

Annual tax

Pursuant to Article 6 of the Law of 9 May 2008 on the ownership of dogs (as amended) (loi modifiée du 9 mai 2008 relative aux chiens), a dog tax is collected annually by the municipality.

However, some dogs are exempt from this fee:

  • guide dogs for blind and disabled people;
  • police dogs, army dogs, customs dogs, and rescue dogs.

The death or loss of a registered dog, regardless of the circumstances, does not entitle the owner to a reduction or reimbursement of the annual dog tax.

Change of residence

If the owner changes their usual place of residence, the address that appears on the dog registration receipt must be updated. For the receipt to be updated, you must provide the old receipt. You will then be issued a new receipt with your new address.

If you move to Luxembourg City from another municipality within the Grand Duchy of Luxembourg, you may provide proof of payment of the dog tax to the municipal office for your former place of residence.

In such cases, the dog licence fee is payable only from the first of January of the year following your change of residence.

Change of owner

To register a change of owner for a dog, the new owner must submit the following documents:

  • the dog certificate as required by law (issued by a licensed veterinarian);
  • a copy of the receipt for their insurance policy (civil liability);
  • the registration receipt issued to the dog's former owner;
  • the certificate of transfer of dog ownership.

Potentially dangerous dogs

Registering a potentially dangerous dog

In addition to complying with the general legal provisions for registering dogs, as the owner of a potentially dangerous dog, you must also:

  • ensure the dog successfully completes a dog training course;
  • obtain a veterinary certificate with the date of spaying or neutering (for certain dogs);
  • obtain a diploma attesting to your successful completion of dog a handling course;
  • be of legal age and have a clean criminal record;
  • etc.

Registration procedure for potentially dangerous dogs

Anyone who believes that a dog is a danger to them may file a declaration to that effect with the municipal authorities. The form issued by the Administration of Veterinary Services (Administration des services vétérinaires) for the purpose of filing such a declaration can be obtained from the Bierger-Center.

This declaration must contain the reasons that lead you to believe that the dog in question poses a danger, and must be signed. The declaration form must be submitted by post or by hand to the Bierger-Center, which will forward it to the Administration of Veterinary Services, which will decide on the matter. If the Administration of Veterinary Services decides not to approve the application, the costs arising from the home visit by the registered veterinarian shall be borne by the person having made the request.

Notification of a dog's death

If your dog has died, you must notify the Bierger-Center.

The death or loss of a registered dog, regardless of the circumstances, does not entitle the owner to a reduction or reimbursement of the annual dog tax.
