As part of the implementation of the "Mobilitéitsplang fir muer" (Mobility Plan for Tomorrow), and in keeping with the mutual goal of expanding car-sharing services in the long term, the City of Luxembourg and CFL Mobility S.A. are announcing an important change for car-sharing in the capital. Beginning in December 2025, the Carloh car-sharing service, which the City has provided up until now, will be gradually merged into the FLEX countrywide service operated by CFL Mobility S.A. The goal is to further promote car-sharing as a viable means of transport.

A single platform for Luxembourg City

This change is a logical step, in that allows the two entities to pool their resources and expertise to create an even better mobility solution that meets users' needs. Once the two networks are merged, users will have access to 27 stations and 72 vehicles distributed strategically across Luxembourg City, all through a single mobile application. The merger of the two services also aims to improve customers' experience – for instance, users will no longer have to deal with different access and payment systems – and to further encourage people to use car-sharing to get around.

A smooth transition

To ensure a smooth transition to the FLEX service, from 1 to 31 December 2025, both Carloh and FLEX vehicles will be available at all of the stations involved. In other words, during this transition period, customers will have access to both providers. This transition period will enable users to acquaint themselves with the FLEX service, sign up for it, and familiarise themselves with all of its features and benefits. The aim is to provide continuous, uninterrupted service, and guide customers through this transition to a modern, extended service.

On 1 January 2026, Carloh will be replaced completely by FLEX. Carloh vehicles will be removed from the stations and replaced with vehicles from the FLEX fleet. From then on, users will only have access to FLEX vehicles. FLEX will continue to provide a car-sharing option in the capital through an enhanced service that is incorporated into the countrywide network.

A service in harmony with the objectives of the Mobility Plan

The City of Luxembourg's College of Aldermen stresses the importance of facilitating and promoting car-sharing in the capital, in line with the Mobility Plan. Alongside the City's public transport services and the various active travel options, car-sharing helps to decongest urban areas by reducing the number of private vehicles on the road, while providing residents with a flexible, intelligent mobility solution.

In merging Carloh into FLEX, the City and CFL Mobility S.A. aim to make car-sharing a more appealing option by providing residents with a single platform and an enhanced network of stations that covers the entire capital.
