Pursuant to Article 13 of the City of Luxembourg's General Regulations on Public Order and Safety (Règlement général de police), residents and businesses must ensure that pavements and gutters in front of their buildings are kept clean.

In order to prevent accidents due to snow and ice, building occupants are required to ensure that the pavements in front of their buildings are sufficiently clear of ice and snow, and/or that appropriate materials (salt, grit, etc.) are spread effectively. (Please note that the points below also apply to dead leaves on pavements and in gutters.)

The following rules apply:

  • If there are several occupants, these obligations are incumbent on all of them, unless they have agreed to appoint one of their number or a third party to assume them on their behalf.
    However, if there is no such agreement:
    • for buildings used for professional or mixed purposes, the obligations are incumbent on the occupant of the space on the ground floor;
    • for buildings occupied by public administrations, companies or other institutions, the obligations are incumbent on the person responsible for the on-site management of the services in said buildings.
  • For unoccupied buildings and undeveloped land, the owners are responsible for cleaning only permanent pavements and the temporary paths connecting them.

  • If there are no pavements, these obligations apply to a 1-metre wide strip along the front of the building.

  • During periods of frost, it is prohibited to pour water on pavements, roadsides, or any other part of a public road.
