On Tuesday, 23 May 2023, His Excellency José Maria Neves, President of the Republic of Cape Verde, and First Lady Débora Katisa Carvalho, on a state visit to the Grand Duchy of Luxembourg, accompanied by His Royal Highness the Grand Duke, were welcomed by Luxembourg City Mayor Lydie Polfer to Luxembourg City Hall for an academic symposium.

After the introduction of the members of the College of Aldermen and the Municipal Council, a welcome speech by Mayor Polfer, and the symposium, His Excellency José Maria Neves, First Lady Débora Katisa Carvalho, and His Royal Highness the Grand Duke signed the City of Luxembourg's Livre d'Or (official guest book). The session concluded with the official exchange of gifts.

After a reception in the lobby of Luxembourg City Hall, His Excellency José Maria Neves, First Lady Débora Katisa Carvalho, and His Royal Highness the Grand Duke proceeded to the Lëtzebuerg City Museum, where they were greeted by Mayor Lydie Polfer and Guy Thewes, director of the two City Museums, and taken on a tour of the historic building and the permanent exhibition, "The Luxembourg Story – More than 1,000 Years of Urban History". Following the museum visit, the delegation embarked on a stroll along the Chemin de la Corniche, accompanied by Élisabeth Nuno of the Luxembourg City Tourist Office, who shared her knowledge of and passion for the history of Luxembourg City, while the visitors took in the splendid view of the Alzette Valley, the lower city – known as the Grund – and the Plateau du Rham.
