We are issuing a call for applications to purchase a housing unit ("Baulücken" sale) located in Luxembourg City, specifically:

Open house

Who can apply

Potential buyers must not own, or hold a usufructuary, superficies or emphyteutic right to another building, either in Luxembourg or abroad.

Applicants will be ranked in descending order of the score obtained based on the award criteria listed in the grid below.

(i) for couples: only one member of the couple need satisfy this criterion

(ii) suitable housing means:

  • 1 bedroom per person aged 12 or older, or per couple
  • 1 bedroom for two children under 12

(iii) residing or having resided in Luxembourg City for at least 5 consecutive years, or has a parent or grand-parent who has been residing in Luxembourg City for at least 10 consecutive years

In the event of a tie, preference will be given to the application with the lowest gross household income weighted by the number of people in the household:

Application form

The buyers will pay the City an annual fee for the 99-year perpetual lease on the land.

The annual fee is set at €27.00 (index number 100) for the flat, and €2.73 (index number 100) for the parking space in the garage. This sum is then increased to take account of the latest index, which currently results in a total of €256.13/year (based on the index of 861.53 points in 11/2018)

They will not have the option to acquire full ownership of the flat during the entire term of the perpetual lease.

Right of first refusal

The City reserves a right of first refusal on housing units sold during the entire term of the perpetual lease.

If the City exercises its right of first refusal, the selling price will be calculated based on the price that was originally paid, plus the cost of any additional works to the property (based on supporting documents), adjusted for changes in the Statec construction index, minus the capital loss for depreciation.

The holder of the emphyteutic right must occupy the housing unit in question themself.
