Jury comments

This project aims to create a central open space stretching across the entire area, adding another city park to the City of Luxembourg's network of open spaces. Two park gates, located on Route d'Arlon and in the Rollingergrund, will provide easy access to residents of the surrounding neighbourhoods.

The new Wunnquartier Stade development will be centred on the area surrounding the old barracks that used to house the municipal fire brigade. The historical building will be partially preserved in its original form, complete with partitions: a covered market will be erected here and the area will serve as a central neighbourhood meeting point. The construction of a new school building and the creation of a town square will make this central area of the district even more lively. There will be a direct connection to the new tram stop.

The residential buildings will be built on both sides of the city park as open apartment blocks. A large variety of different building types and residential units is being planned, with a mix of subsidised housing ("affordable living"), privately financed residences and family-friendly housing models, etc. Outdoor spaces for communal use will also be created.

The creation of a large city park is a welcome initiative, but the connection between this open space and the surrounding neighbourhood must be improved. The development should also be made to fit into the surrounding urban context more organically and be more firmly anchored in its immediate environment.
